NC Governor Cooper Makes Masks Mandatory, Declines To Move To Phase 3

Governor Cooper announces Face coverings for all required throughout NC, with exceptions to those with medical conditions, under age 11, while outside and not within 6 ft of another.
Also announces 3 more weeks of “Safer At Home Phase 2” until July 17th
